Francis has been a Program Manager and Case Worker with the Child and Family Services Program for Muckleshoot Indian Tribe. His experience includes direct practice as well as supervision of child welfare work with Tribal families. He has experience with both state and tribal courts, and has provided an array of case management from assessment to developing service plans for Tribal families involved in child welfare. Permanency within the Tribal culture has been his goal for many Tribal families. He brings unique and skillful ability to assess needs of Tribal families while knowing and respecting their culture and tribal beliefs.
He also worked over eight years with the Children’s Administration as a social worker. Primarily with the ICW Unit in King County, Francis worked directly with Tribal families who were members of or eligible for membership in multiple different Tribes throughout Washington State and the Nation. He has helped many Tribal families work through the treatment options and legal system in Washington’s largest urban area. He has seen the unique challenges they face and has countless examples of connecting Tribal families to culturally appropriate services, and to their Tribes.
